Admins have to approve metadata sources before enabling them

    Description

      According to the description in SHIBUI-2394:

      If an admin directly enables the submission from the above group, the metadata is approved and enabled immediately

      Scenario:

      1. User A has ROLE_USER.
      2. User A logs in and creates a metadata source.
      3. Login as the admin.

      Issue: The Enabled toggle switch does not appear for metadata sources that have not been approved. See attached screenshot.
