Description
Provide the ability for an admin to define 1..n Groups that have the authority to approve an un-enabled Metadata Source.
Metadata Sources belonging to a group that has approval groups assigned to it cannot be enabled by a delegated enabler until it has been approved by a user from one of the approval groups.
Only show the enable ability if the source is approved (unless the user is an ADMIN)
ADMIN users do not require the Metadata Source to have been approved and may enable the source.
This provides an ability for an additional level of approval without implementing the other phases of multiple groups and permissions.
Additional information:
If an admin directly enables the submission from the above group, the metadata is approved and enabled immediately
