Admin's have to approve the metadata sources they create

Scenario:

1. Login as an admin.
2. Create a metadata source.

Issue: The metadata source needs approval. This should be approved by default for admins.

3. Go to the Approve Metadata Source screen on the Actions Required tab.
4. Click on the Approve button.

Issue: Nothing happens. The admin can approve other users metadata sources.
