Metadata source authors are not notified of duplicate titles until they attempt to save

Scenario:

1. User A is in Group XXX and User B is in Group YYY
2. User A creates a metadata source titled: User A Group XXX
3. The metadata source is not approved yet.
4. User B starts creating a metadata source also titled: User A Group XXX
5. When User B gets to the Save screen and clicks the link, the following message is displayed: 409: The entity descriptor with entity id [User A Group XXX] already exists.

Issue: he user is not able to create the duplicate metadata source but they are not notified till the very end. The user can't go back and edit the title once they leave the first screen. So there is no way to fix it except deleting the existing attempt and creating a new one.
